Correction: There are 183 members of the College of Cardinals. Only 117 of them are Cardinal-electors eligible to vote. (Under a new rule set up by John Paul II, only cardinals under the age of 80 are Cardinal-electors.)
Not to say that the smaller group is any less an example of your statement....
